developers please advice me, the wordpress plugins and theme been offer on fiverr for $5 and above, is it really PRO ?  where are they getting it from and why from the offical site, the prices are higher.

99% chance they are nulled/cracked version downloaded from warez sites.

Yes , Nulled / Cracked plugins even can steal credentials of your blog and possible can use your server resources for other purposes like Spamming emails or using server for proxy gateway.
