I would like to make my page a little fancy but I have no idea how to code so can someone help me. can you tell me the code to add divider lines to my page. I also want to add a link for my payment proofs to open in a different web page (I want the link to be a word link).  I will also be happy if someone was to share a link to a website with a bunch of fancy codes for me to add to my page.

Those are not divider lines, they are just images, He's using similar images as a divider lines and aligning them at the center of the page to appear like a divider line.
Both the pages you showed are using just plain images.
Also you can hyperlink your payment proof with your other page showing clickable text.
