I have a question about SEM and SEO. For a new website that wants to gain traffic and sales, which one is more important to do first? is it SEM or SEO?

Because these 2 marketing channel has different reason. From what I see, the SEO is investment but SEM is for the "fast result". To be honest, I don't have much budget for SEM, so I need advise for this.

SEO is definitely more important. You see SEO raises the awareness about your site making people know about its existence. SEM on the other hand, in a way, persuades people that you have product worth buying. So the correct order would be SEO to increass awareness and then SEM for convincing.
