Google is giving priority to sites with SSL certificates. So yes it matters now.

It's actually a must. Google is not giving a bonus, they are taking points if you don't have.

You get ssl from your hosting provider, or you can buy commercial one.

There are also free ones like Let's Encrypt

Recommended? Yes.
On the registration/log in page and request payments page, you do not need to have SSL in all the pages
