What are the opinion about Gen4 PTC script ?  Is it good for start a New PTC site?

Unless someone did a serious review and fixed all the god damn bugs the script used to have, i would advice you against.
Gen script had more bugs than a bug festival

I agree you can make something really awesome with Titan.. its very very complex and a lot can be made with it in my opinion

Has anyone ever seen Titan being used in a PTC/GPT?

Meanwhile, people copied everything that Neobux did/does, except using the same language to code it.
They are still the only ones being made with Cold Fusion. Why? It's more than proved that works.

I not saw UseTitan sites from ages , may be its not wiser to use high cost script with high cost server specially in a niche which have no proper planning and a lot of cheaters and bots.

Then why are people suggesting something that is impractical? 
And since you know more about programming than i do... why no one other than Neobux uses Cold Fusion?

I have no idea of neobux and its coding pattern. May be bcoz in 2007-8 Cold Fusion was latest and they want to code something which is latest of the time.

reason is obvious due to less popular language.
