I have seen the URL rotators out there, but it doesn't actually solve my requirement 100% per se..

I need one built from scratch or modified, with good coding...

If you are able to code and install me a working site on Turn-Key Basis, please do respond here and I will

A good developer should be able to estimate cost of development and quote,
rather than asking people what they are willing to pay..  good luck finding customers

You go for a home remodel - You discuss budget with contractor.
You also give a list of things you want to the contractor doing to work.

Contractor takes your wants -> Your budget & puts together a game plan.

You have done neither. As a freelancer I am always willing to adjust my rates based on someones budget and will also inquire about a budget.
This is for two reasons

1.) If there budget is to low.. its wasting my time. To many people want want want want things but never want to pay. Guess they think a developers time isn't worth more then rice.
2.) I frequently work with a partner who I outsource some work to to move a project faster, delivering to client faster. SO if the budget has room for this, then I cant properly estimate a time frame.
