Takes $2000-10,000+ to start a traffic exchange.  For cost of just 1 you can buy bunch of established ones.

This is based on cost of most common one used now.  Good news is once buy all plugins can use most on other sites so once cover cost on first one gets much cheaper.

Ask yourself this, what is the current problem (s) with traffic exchanges? Your twist should solve that problem.

Go for it, there are lots of opportunities in Traffic Exchanges, many are poor quality so making one that is good, and keeping it that way, is an opportunity.  Like any business, it doesn't happen over night.. if you plan to go with it for 3 months and then move on if it doesn't work, then don't even waste your money because it won't work that fast.  It takes time to build and perfect, but there is certainly money there, you just can't go cheap on it and have to stand out of the crowd.
