Every human for himself i guess looking at the responses. 
There are couple of banner sizes. You can look them at google search........ 
You can create many kind of banner with the use of photoshop. If you don't own a photoshop software then i would suggest this site

Go to editor and choose canvas size according to your banner. Put material in it and simply save. 
If you want animated banners then you can create a couple of same sized pictures and then convert them to GIF online
