I need a suggestion from someone who have experience in this...

I want change design of one already maked  lets say "ptc" site...

Should I use wordpress  and if yes which one ?
And is there some other way to design the site ?

to change the design of a ptc site, you don't need wordpress since the ptc website has a platform to work on...to change the design you need notepad or dreamweaver for the coding part or you can also work on cpanel on the hosting account

Can I use photoshop cs4 for this ?

photoshop is only used for image creation and editing
