Now the problem is to paypal,i don't know why maybe changed smtlike lr) cz i opened the site 3 days before and i dont know.

No, you didn't understand me.

The cost (1.9902) is invalid, such amount cannot be processed by paypal. Put 1.99 or 2 instead

I say i get error only via pp all other payment processors work perfectly

There's something wrong with you... I've posted the answer two times already, but you do not seem to get it. That's why no one else replied.
All other round the value; paypal, in the other hand, blocks it for security reasons.
