Check your .htaccess file, try rename it to something else like .htaccess1

i resolved without godaddy help.
i have make new ftp user
and all permission was resetted
and now everything is up [Site Link Removed on OP's request]
so godaddy 4g shared  hosting have miss to put back again the permission thats suck.
