How much budget is need for a simple system like this?

1. Membership system with referral earning structure sytem (up to 10 level)(need to be able to change rate on admin panel)
2. Postback capability
3. event feed function
4. shoutbox integration.
5. forum integration.
6. Lottery(Jackpot) system
7. payment processor integration (Paypal, Alertpay)(need to be able to impose a transaction charge, either by % or fixed amount)
8. multi-lingual capability
